As promised, I have looked into the requirements to get Virginia KSU License Plates. The news is not good.
In a nutshell:
Below is the detailed response from the VA DMV to my inquiry.
Dear Mr. Hufford:
The Department of Motor Vehicles wishes to thank you for your recent visit to our web site. We are pleased to be able to respond to your inquiry.
Legislation approved by the Virginia General Assembly is necessary to authorize the issuance of special license plates. Contacting a state delegate or senator to offer the legislation is the first step towards authorizing the license plate. It is our policy to require one group or individual to sponsor the newly authorized special license plates in order to coordinate the design approval process and to facilitate the collection of the applications and the associated fees.
By law, newly authorized special license plates are not issued until DMV has received at least 350 prepaid applications. Once the applications are obtained, the associated fees are collected and submitted to DMV in total. We have found that it is best to first obtain the 350 applications prior to collecting the associated fees. Otherwise, the money for the initial applications remain in limbo while the rest of the 350 applications are solicited. Once the applications are obtained, the associated fees are collected and submitted to DMV in total.
After authorization by the General Assembly, we ask the sponsor to provide camera-ready artwork of the preferred license plate design for our review and approval. Once the design is approved and DMV receives the 350 prepaid applications, a prototype is made for your final approval. If you are satisfied with the prototype, the license plates are ordered, produced and issued per the applications.
All entities currently represented in Virginia with a special plate followed the following procedures in order to see their plate design come into production:
Out-of-State College/University: To initiate the process, the college/university must send a written request for plates to be developed, to the address listed below. The following additional regulations must be met. The College/university must be accredited and they must designate a Sponsor for the plate.
DMV requires written authorization for use of the college/university logo for which the Sponsor must provide camera-ready artwork. Before license plates will be issued the sponsor must provide 350 prepaid applications as required by statute. The plate fee is $25 annually; however, revenue sharing does not apply to out-of-state colleges/universities per statute.
